(a) Specific duties and charges set out in the schedules of Contracting Parties that are members of the International Monetary Fund and preferential margins for specific duties and charges maintained by those Parties shall be expressed in the relevant currency at the face value accepted or provisionally recognized by the Fund at the date of this Agreement. If this nominal value is reduced by more than twenty % in accordance with the Articles of Agreement of the International Monetary Fund, such specific duties and taxes and preferential margins may be adjusted to take account of such reduction; provided that the PARTIES (i.e. the Parties, acting jointly in accordance with Article XXV), agree that such adjustments shall not affect the value of concessions provided for in the relevant Schedule or elsewhere in this Agreement, with due regard to any factors affecting the necessity or urgency of such adjustments. 2. A measure of general application taken by a Party that, in accordance with established and uniform practice, advances a customs duty or other charge on importation or imposes a new or more severe condition, restriction or prohibition on the importation or transfer of payments, shall not be applied until the official publication of that measure.
